How to recolour old picture?

Step 1 - Use Pen Tools to separate the face.

After you've done, Right-Click and select Make Selection. Then press CTRL+J to separate the face as a new layer.

Repeat this step for the teeth, eyes, hair, clothes, and background too.

Step 2 - Colour the face with Colour Balance (Image>Adjustment>Colour Balance).

Repeat this step for the clothes and background layer with the colour that you like.

Step 3 - For the teeth and eyes, use Dodge make it shine.

Step 4 - For the hair, adjust the level (Image>Adjustment>Level).

Step 5 - Select all the layer(except the original layer), Right-Click and Merge Layers.

And this is the result.
