How to apply rain effect?

Step 1 - Open the image that you want to apply the effect.

Step 2 - Make a new layer. Apply the cloud effect (Filetr>Render>Cloud).

Step 3 - Apply noise effect(Filter>Noise>Add noise).

Step 4 - Apply Motion Blur effect(Filter>Blur>Motion blur).

Step 5 - Chage the layer to Hard Light mode and chage the capacity to 65%.
