How to apply scan line tv effect?

Step 1 - Open new file and follow the setting below.

Zoom in the page.

Step 2 - Make a new layer and hide the original layer

Step 3 - Chage the foreground colour as black. Use Pencil Tool to colour half of the layer.

Step 4 - Click define pattern (Edit>Define Pattern).

Name it as scan line pattern.

Step 5 - Open the image that you want to apply this effect. Make a new layer.

Step 6 - Apply the paint bucket tool.

Change to pattern, and select the scan line pattern.

Then, fill it the layer.
